SHOPPING AND LEISURE CENTRE AT THE LA LINEA DE LA CONCEPCIÓN IN CÁDIZ.

The sites proposed for the planning and conceptual design are situated to the south of La Línea on the isthmus situated between the Playa de Santa Bárbara (The Santa Barbara Beach) and the bay of Algeciras.

The site is designated building land to the north of the Avenida del Ejercito, to the east of the Avenida Príncipe de Asturias, to the west of the Paseo Juan Ayala and to the south of the road that separates the Club de Petanca Santa Bárbara (the Santa Barbara Sports club) and the Club Lienense de Tiro Olímpico (The ‘La Linea’ Olympic Shooting Club).

The surface of the site where the proposal is to be situated is practically flat as is the area surrounding it. There is almost no vegetation, and a few trees in the north-east of the site are the only existing signs of vegetation in the areas surrounding the current Municipal Football Stadium.

The main objective is the substitution of the current Municipal Football Stadium for a new, state-of-the-art Stadium with improved accessibility and adapted for spectators with limited mobility, complete visibility of the playing area is an absolute priority, V.I.P. areas, suitable facilities for easy evacuation, fire prevention facilities, surveillance, fire prevention, evacuation systems, megaphones, security, extinction, emergency illumination and equipment for the projection of images and light and sound broadcasting.

The objective is to create a complex which is architecturally formal and functionally attractive, which encourages an interrelation and dialogue with the environment using current language, and which serves as a reference point for the city in a wide geographic spectrum and at the same time a space for relationships and centrality, a focus of attraction and a real launch pad to propel the development and progress of the area into the vanguard.

A wide range of spaces dedicated to business, leisure and sport in a balanced combination sums up the essence of the proposal and that is a synthesised manner rather than exhaustive, will bring together the different areas such as: specialised business, personal facilities, everyday goods, home appliances, thematic restaurants, cinemas, fitness centre with gymnasium, spa and beauty salon, family entertainment centre, bowling alleys, food court, hypermarket, etc.

Taxi ranks and bus stops are envisaged, loading and unloading banks as well as sufficient controlled parking to respond to the demands generated by the business, sports and leisure facilities.

An essential element in the planning and conceptual design are the sustainability criteria of the proposal; based in energy efficiency, use of renewable energy, the regeneration and use of residual water and sewage for the irrigation of the green areas and football pitch. The use of environmentally friendly refrigeration and heating systems, the use of materials not containing PVC, urea, asbestos, and other components which are difficult to recycle, or pollutants. The use of systems and construction materials which allow their recycling or reuse is envisaged.

Special emphasis on foreseeing in the design the necessary measures to ensure ease of entry and exit of people with limited mobility, visually and aurally disabled, etc., creating special, specific areas where deemed necessary.
